Efficiency Vermont's final report on the pilot phase of the statewide Vermont Community Energy Mobilization Pilot Project (VCEM) project, assessing whether a community-based, volunteer program could achieve home energy savings and raise energy awareness cost-effectively.

The VCEM project was a five-month demonstration project relying on community volunteers to (1) increase awareness about energy savings opportunities in Vermonters homes and (2) achieve electrical and thermal energy savings through the installation of home energy saving products. Efficiency Vermont (EVT) partnered with local energy committees and other community groups to implement this program at the community level.
Montpelier completed efficiency-measure installations in 189 housing units, exceeding goals by 84% (270% in housing unit terms). Attachment D of this report reported Montpelier as #1 in state in:
