April 14, 2010 meeting: Agenda:
- The PACE workshop:

- As of April 12, VNRC/VEIC don't seem to have posted the presentations.
- Barry will bring his. Paul and Carl--bring yours if you've got any.
- Our timeline:
- Ken met with Garth Genge (Community Development Specialist; seems to be the Planning Dept’s energy point-person) to discuss the City’s position on and role in PACE – so that we can set ours.
- The City doesn’t feel many steps are currently necessary to keep on track for setting up a PACE, because:
- it sees other Vermont municipalities (with state-funding support, &/or VEIC support) will do the early leg work for establishing the typical “revolving loan fund” PACE financing.
- finalization of the $8m DOE grant for District Energy, of which @ $3m can or will be used towards PACE, will provide significant funding for the eventual effort.
- Our role v. City role
- One possibility is our being the "entity designated by the municipality to analyze project costs and benefits" and to ensure that "all analyses are reviewed by Efficiency Vermont." Garth is asking us to consider this role.
- If we are to consider this, perhaps we’ll check in with Efficiency Vt on what certification requirements would be, and start developing a proposal to offer that service.

Organizing around activities sounds like a good way to begin. Since we know we are going to shoot for getting our proposal (passed) on the November ballot, there should be a series of gates that we need to pass through to reach that goal. From previous email conversations it appeared that others in the group are more knowledgeable than I about the process, but I'd be happy to do any leg work necessary.
As for after November, we'll need to discuss pass/fail scenarios, no?

I think we may also want to develop a kind of checklist of activities that we want to see happen in the next twelve months or so.
